Send the contact details you have. They are what lets your ad platforms match this checkout to a real person, which is most of the value of this event.
phone should be in international format, like +31612345678. country_code is a two-letter ISO code like NL or US.
The address fields above are the shipping address.

If the shopper gave a separate billing address, send it under its own billing_ fields.

Send billing_ fields only when the shopper actually gave a separate billing address. Copying the shipping values across claims an address you were never told. When billing and shipping are the same, leave the billing_ fields out: the receiving end falls back to the shipping address on its own.
This is the only event that takes a billing address. checkout_completed takes the shipping address only.
Set currency on every line item
Line items do not inherit the currency you set on the event. Set it on each line.
